Short answer: Before signing a senior-care agreement, ask exactly what the rate includes, what triggers an increase, whether there's a move-in fee, what happens if your parent's needs change, and what the refund and move-out terms are. A few pointed questions up front prevent expensive surprises later.

• Is this the rate at my parent's actual care level, or a base rate?
• Is there a one-time move-in, community, or admission fee?
• How and when do rate increases happen, and by how much historically?

Ask about care changes

• What happens if my parent's needs increase — higher rate, or can you no longer serve them?
• Do you charge extra for two-person transfers, incontinence care, or memory support?
• How is a care-level change assessed and priced?
• Can my parent age in place here, or would a bigger decline mean moving?

Ask about the fine print

• What's the notice period to move out?
• Is any portion of a move-in fee or deposit refundable?
• What happens to billing if my parent is hospitalized for a stretch?
• What are the grounds for the home asking a resident to leave?

Ask about money-related logistics

• How is billing handled — auto-pay, invoicing?
• Is there a late fee?
• Do you accept VA benefits, long-term care insurance, or the Medi-Cal waiver?

Verbal reassurances are easy to give and hard to enforce. Ask for the residency agreement and fee schedule in writing, and read it before you sign. A good home will happily provide both; hesitation is a red flag.
